He was apparently released for lack of evidence. This March 2004 TOI article (http://timesofindia.indiatimes.com/articleshow/554720.cms) talks about Daler being allowed to go to Pakistan for a concert. BTW, this CNN report (http://edition.cnn.com/2003/SHOWBIZ/Music/10/27/india.mehndi/) from last year shows the ugly side of the desi fans. People threw paint on his car and screamed "Daler Mehndi die die" as he was being led into the police station last year.
